HMTc limits cadmium because it is a cumulative kidney toxicant with a biological half-life of 10 to 30 years and no effective clinical treatment, so once the body burden builds there is no way to reverse it — control is entirely a matter of capping how much enters the diet.

The health basis for limiting cadmium

Cadmium’s defining property for a food-safety regime is that the body cannot get rid of it. It concentrates in the renal cortex with a biological half-life of 10 to 30 years, so intake integrates over a working lifetime toward a kidney burden that eventually shows as tubular dysfunction. The EFSA CONTAM Panel set a tolerable weekly intake of 2.5 µg/kg body weight in 2009, anchored on a BMDL5 of 4 µg cadmium per gram of urinary creatinine with renal tubular dysfunction as the critical endpoint; JECFA expresses its guidance as a provisional tolerable monthly intake of 25 µg/kg body weight, deliberately using a monthly averaging window to reflect that decades-long half-life.

Cadmium is also an IARC Group 1 human carcinogen, established on occupational-inhalation evidence, with general-population dietary epidemiology showing associations with several cancers, and it has no effective clinical treatment once accumulated. Who the exposure reaches

Because cadmium accumulates, the population it reaches is broad and the timescale is long: the concern is not an acute dose but the slow approach to a kidney burden that everyone with a lifelong dietary intake shares. Absorption rises when iron stores are low, so women of reproductive age and others with depleted iron take up a larger fraction of what they eat, and smokers carry an additional non-dietary load. For a program certifying foods eaten early and often — infant cereals, purees, and the cocoa and grain products that recur through childhood — the case is that any avoidable contribution to a burden that never clears is worth removing while the child is young.

Where cadmium shows up in food

Cadmium enters food through the plant root and up the food chain into organs that filter and store it. The foods that carry it most consistently are shellfish and bivalve molluscs, organ meats such as liver and kidney, cocoa and dark chocolate, leafy greens, oilseeds and sunflower products, cereals and grains, and some seaweeds. Bivalves and cocoa are notable because the plant or animal concentrates cadmium from a low-level environmental background into a food eaten in quantity.

Why a certification limit is warranted

For a cumulative toxicant, the arithmetic favours acting on every source rather than any one meal: a diet that runs a little above the guidance value for years is the exposure that matters, and no single lot looks alarming on its own. Governments set binding maximum levels — the EU regulates cadmium tightly in baby food, chocolate, cereals and vegetables — but those are ceilings a product must not exceed, not a verified statement that a specific lot is below them.

HMTc classifies cadmium as one of four Tier-1 zero-tolerance toxics and sets its certification limit to the lower of the strictest existing government maximum level and the certified-market occurrence value, checked by lot testing, with a regulatory hard-stop that blocks certification of any product over an applicable legal limit.
